General background on the role:
Tuberculosis (TB) has killed more people than any other infectious disease in human history. In 2023, it was responsible for 1.3 million deaths. It is airborne, found in nearly every country in the world, and has high rates of drug-resistance. It is both the consequence of, and a driver of, poverty.
Yet TB can be treated and cured. Countries around the world have made huge strides ensuring more people than ever before are diagnosed and treated through official programmes. Advances in medicines and diagnostics promise rapid progress in the coming years. A new TB vaccine could be approved in the next five years.
The Global TB Caucus (GTBC) is a key actor in efforts to end TB. GTBC is a global network of active members of parliament, with presence in over 100 countries. It works primarily through catalysing the creation of national parliamentary groups dedicated to TB (national TB caucuses) in partnership with local stakeholders.
GTBC is supported by a central Secretariat. The Secretariat provides support to the parliamentarians in their national, regional and global TB advocacy efforts. We work with members in our regions to provide them the support, information, and opportunities they need to press for more money and better policies to tackle TB.
The Secretariat is hosted by a UK-registered charity called Campaigns in Global Health but the Secretariat is independent and reports to GTBC’s Board, chaired by our co-founder and Global Chair, Lord Herbert of South Downs CBE PC.
About the role:
ASEAN, as a key regional organization in Southeast Asia, plays a crucial role in addressing TB through its strategic work plan under the health cluster 2: Responding to All Hazards and Emerging Threats. However, there is a need to strengthen political advocacy for TB within ASEAN as a regional organization and in ASEAN states.
We are recruiting for a Regional Manager for ASEAN. Reporting to the Director of Programmes, and working alongside our existing Regional Manager for Asia-Pacific, they will be responsible for supporting parliamentarians across ASEAN to advocate for TB. Note you must be based in an ASEAN country.
Duties include but not limited to:
Providing information, knowledge, and updates on key developments in the fight against TB to parliamentarians across the ASEAN countries on a routine basis;
Supporting the Regional Chairs of the Asia-Pacific TB Caucus in providing oversight and directing the regional network;
Identifying opportunities to establish TB within the priorities of the annual ASEAN chair;
Maintain engagement and close communication with the ASEAN Secretariat in the activities of the Global TB Caucus.
Leading on the planning and execution of international travel, accompanying senior parliamentarians to build political commitment across the region;
Planning and executing regional ‘multilateral’ meetings (meetings of groups of parliamentarians) at Summits;
Coordinating with civil society, national tb programmes, academia, and other key stakeholders across the region to ensure coordination of advocacy efforts on TB in ASEAN countries;
Working with key regional stakeholders such as the World Health Organization, the Global Fund and others to identify opportunities for regional action on TB;
Seek opportunities to engage with and recruit new parliamentary members for the Global TB Caucus;
Monitor parliamentary and political activity across the region, including budget processes and health legislation that might provide an opportunity for advocacy on TB;
Lead on engagement with United Nations Missions from ASEAN countries, particularly offices in New York and Geneva.
Liaising with parliamentarians, National TB Programs, civil society and development partners for launch of National Caucuses
The successful candidate will be expected to travel frequently.
